Question about Wave 4 cross-sectional weights

Perhaps a naive question: why are there fewer individuals represented in the Wave 4 cross-sectional weight file than in the Wave 4 data file? For example, only 33,644 cross-sectional weights are available for the 33,822 questionairre records in the adult Wave 4 files. The 178 adults without cross-sectional weights appear to all be part of the Wave 4 replenishment cohort.

In any case, any light that can be shed on this apparent discrepancy (to me anyway) is most appreciated. Thanks!

The cross-sectional weights were assigned to respondents in the Wave 4 Cohort who were still in the civilian noninstitutionalized population (CNP) at the time of Wave 4. Respondents who identified themselves as not a part of the CNP (active duty military) do not have a Wave 4 cross-sectional weight (N = 178).
